WebYes, same thing here. I see the pop-up banner and, if I have my Action Center open at the time, I will see the notification appear there but then disappear. If I don't have the Action Center open at the time the notification comes in, then by the time I open Action Center it's gone. Something is causing it to be cleared as soon as it appears.
